There is so much evidence that presenting it all would be overwhelming. I have tried to condense the information to a size that will be easy to follow and verify. The first step would be to confirm for yourself that Paul Grimes is not an Illinois licensed architect and that Grimes and Associates is not an Illinois licensed and registered design firm as required by law. That can be done online using the Illinois Division of Professional Regulation's "License Look-up" feature by clicking here (select ARCHITECT and/or DESIGN FIRM PROF REG from the drop down menu). You can also contact the division by phone at (217) 785-0800 or by mail at 320 West Washington, Springfield, IL 62786. You now know that the statement that Paul Grime is not an Illinois Architect is true. On the right you can see a screen capture of Lombard's Municipal Code as it relates to architects. To verify it for yourself, it can be downloaded from the Village of Lombard's website by clicking here. |

The Permits |
||||||||||||||||||||||||||||||||||
Here is a quote from an article in July 14, 2000 Chicago Tribune: ".......Mr. Prignano was president of Sunrise Builders in Lombard. He built more than 60 homes in Lombard, with more homes in Glen Ellyn, Villa Park, Wheaton and West Chicago. Some of his larger projects include subdivisions in Carol Stream and St. Charles. ......" Here is a quote from the United Home Builders Website (link): "Over his career Bob has built hundreds of homes, over 250 of which have been built in Lombard, Illinois alone." That's 310 homes, and the information from Sunrise Homes is 9 years old. Paul Grimes also did some independent work and may have worked with other builders. I have no idea how many of those homes used |

I have uploaded twelve Lombard building permits that list Paul Grimes/Paul Grimes & Associates as the architect (I have plenty more). They were chosen because they cover a ten year period and show two different local Lombard builders as well as Grimes working independently. They also will tie Paul Grimes directly to Sunrise Homes through the addresses and phone numbers he used on the permits, there will be more information below tying them together. Click here or the picture above to see the Lombard building permits. |

Paul Grimes/Grimes & Associates |
||||||||||||||||||||||||||||||||||
On the permits, you will see that Paul Grimes uses either his name or Grimes and Associates, using several addresses; 710 Western in Lombard (the same address as Sunrise Homes, Grimes & Assoc. - Heating Division and Lombard Heating and Cooling), 1480 Plumgrove Ct, in Carol Stream (The former personal home of one of Sunrise Homes’ owners, he has since died) and 537 S. Prairie in Cary (Paul Grimes personal home). You will also see that the phone number for Lombard Heating and Cooling and Grimes & Assoc. - Heating Division are both 627-1018. This is also the phone number of Sunrise Homes, further tying Paul Grimes and Sunrise Homes together. This is important, because arguably the local Lombard builders who used Paul Grimes should be held responsible as well. On the "Corporation File Detail Reports", you will see that Grimes and Associates was registered as a corporation, but was involuntarily dissolved. The address of the business was 1480 Plumgrove Ct., in Carol Stream, the personal home of the owner of Sunrise Homes. The agent address was 710 Western in Lombard, the address of Sunrise Homes, at the time Grimes incorporated. |

Also of interest on the "Corporation File Detail Reports" is the fact that United Home Builders and Sunrise Homes both have the same agent, Thomas M Breen. He is an attorney they have both used for other matters as well. Does it seem odd that two local Lombard builders in competition would use the same attorney and the same unlicensed "architect"? There are several links between Paul Grimes, Grimes & Associates, Grimes & Associates - Heating Division, Lombard Heating & Cooling and Sunrise Homes. The links are important because Sunrise Homes appears to have acted as a Design Build Firm without a license, using an unlicensed "architect". Sunrise Homes/Grimes has built many, many homes in Lombard, including the homes of Village officials. The link between the two may explain why the Village of Lombard hasn’t taken any action. |

Illinois Law |

|
The Illinois law for architects is quite long and complex and has very specific requirements, including continuing education, where the license must be displayed, who may seal plans, etc. You can see the Illinois Statutes by clicking here. You can view the Illinois Architecture Rules in their entirety by clicking here. The Illinois Division of Professional Regulations has a publication titled the "Design Code Manual". It can answer many questions you may have about the practice of architecture in Illinois. You can download it in PDF format by clicking here. |
